PQRS7.0 Inspires Professional Pathway for Future Quantity Surveyors

KUALA LUMPUR, Nov 3 – The Programme for Quantity Surveyors Registration Scheme 2025 (PQRS 7.0) concluded successfully at the Grand Banquet Hall, Hotel Residensi UTM Kuala Lumpur, gathering aspiring and early-career quantity surveying graduates from across Malaysia to exchange knowledge, strengthen professional competencies, and celebrate their journey towards professional registration. This annual programme, hosted in rotation by Malaysian public universities offering Quantity Surveying programmes, attracted 300 participants, with Universiti Teknologi Malaysia (UTM)  hosting the event for the second time since its first hosting in 2017.

Themed “Inspire to Lead: Shaping the Future of Surveying,” PQRS 7.0 the event was jointly organised by the Department of Quantity Surveying, Faculty of Built Environment and Surveying (FABU), UTM, the Board of Quantity Surveyors Malaysia (BQSM) and the Malaysia Public Works Department (PWD). The one-day programme featured UTM’s an inspiring keynote session, professional talks, and an engaging forum designed to support the professional development of future registered quantity surveyors.

The event commenced with welcoming remarks by Prof. Sr Dr. Kherun Nita Ali, Dean of FABU, UTM. In her speech, she highlighted FABU’s UTM’s outstanding achievements in Architecture and Built Environment education, underscoring the faculty’s commitment to academic excellence and industry relevance. She also emphasised the importance of PQRS as a vital platform to guide graduates and young quantity surveyors in staying on course toward professional registration and continuous professional development.

The welcoming remark was followed by the Opening Address delivered by Sr Noraisah Kadirin, Certified Quantity Surveyor (CQS), President of the BQSM. In her address, Sr Noraisah reinforced the critical role of professional ethics, competency standards, and regulatory compliance in strengthening the reputation of the quantity surveying profession. She also emphasised the importance of programmes such as PQRS in nurturing well-prepared, industry-ready graduates and supporting young quantity surveyors in their journey towards professional qualification and registration with BQSM.

A symbolic opening gimmick marked the start of the day’s discourse, setting the tone for the keynote address by Sr VMr. Dr. Rohanis Ab Ghani, Senior Superintendent Quantity Surveyor from the Integrated Asset Planning Branch (CPAB), Public Works Department (JKR). Her session, titled “Inspire to Lead: Shaping the Future of Surveying,” kept the participants engaged with insights on value-based decision-making, and the evolving role of surveyors in a digital and sustainability-driven era. Following the keynote, Dato’ Sr Hisham Hj. Jafrey, Chairman of BQSM’s Ethics and Audit, Risk & Standard Committee, delivered a role provoking talk on “Ethics and Professional Conduct in Quantity Surveying.” His talk underscored the importance of professional integrity and governance in upholding public trust and confidence in the industry.

The technical sessions continued with three paper presentations. Sr Dr. Syed Abdul Haris Syed Mustapa, Chair of the Standardd Method of Measurement-Third Edition (SMM3) Task Force Committee, delivered a presentation titled “Setting New Benchmarks with SMM3 for Professional Excellence in Construction.” He introduced SMM3 as a modern, BIM-ready framework that promotes clarity, consistency, and digital integration in measurement practice. His session highlighted how SMM3 simplifies documentation, enhances standardisation across the industry, and aligns with emerging technologies such as Industrial Building System (IBS) and Building Information Modelling (BIM), paving the way for greater efficiency and professional excellence in construction measurement.

Ts. Sr Dr. Siti Nur Aishah Mohd Noor, from Universiti Teknologi MARA (UiTM) Perak, presented “Inspiring Journeys: Young Surveyors’ CA Success Stories,” where she shared her personal experience in attaining professional accreditation despite numerous challenges and setbacks along the way. She concluded her presentation with an inspiring reminder, “when there is a will, there is a way”, encouraging graduates and young quantity surveyors to persevere and advance with determination in their professional pursuits.

Assoc. Prof. Sr Dr. Mohd Suhaimi Mohd Danuri, Chairman of the Assessment of Professional Competence (APC) Committee, BQSM, presented “My APC Made Simple,” where he outlined the Assessment of Professional Competence (APC) as the principal pathway to professional registration with BQSM. His presentation explained the three APC routes; academician route, experience route, and graduate route, and detailed the procedures, supervision requirements, and documentation expected from candidates under the guidance of a Professional Quantity Surveyor (PQS) or Consultant QS.

The programme continues with the afternoon forum session, “What It Takes to Succeed in Your APC from the Assessors’ Perspective,” featured seasoned assessors; Sr Jamisah Ibrahim, Sr Ina Abu Bakar, and Sr Dr. Zuhaili Mohamad Ramly, moderated by Sr Dr. Roziha Che Haron. Their discussion offered invaluable guidance on assessment expectations, ethics, and readiness for professional registration.

To conclude the event, Sr Dr. Shamsulhadi Bandi, Chairman of this year’s PQRS 7.0 expressed heartfelt appreciation to all speakers, participants, and the organising committee for their dedication and teamwork. He emphasised that PQRS will continue to serve as a bridge connecting academia and professional practice, nurturing the next generation of competent, ethical, and future-ready quantity surveyors.
