Official Statement : Implementation of EMCO at UTM Johor Bahru

IMPLEMENTATION OF ENHANCED MOVEMENT CONTROL ORDER (EMCO)
AT UNIVERSITI TEKNOLOGI MALAYSIA (UTM), JOHOR BAHRU

Following the announcement by the National Security Council (NSC), the Enhanced Movement Control Order (EMCO) will be implemented in UTM effective from 21 May 2021 until 3 June 2021. The decision was made following the spread of COVID-19 infection cases at the UTM Johor Bahru campus.

2.        The implementation of EMCO at the UTM Johor Bahru campus is in accordance with Section 18 (1)(d) of the Prevention and Control of Infectious Diseases Act 1988. The EMCO implementation is to enable the Ministry of Health (MOH) to conduct early detection of COVID-19 cases that need to be isolated immediately and prevent the spread of infection outside campus as stated in the media statement of the Senior Minister of Defense on 19 May 2021.

3. Therefore, the following matters must be complied with by UTM community;

(i) All physical operations on campus are NOT ALLOWED during this period;

(ii) All staff are required to Work From Home (WFH) during this period. Only University Health Center staff are ALLOWED to work at the campus;

(iii) The university main gate will remain open until 5.00PM, 20 May 2021 for office closure related matters;

(iv) Students are NOT ALLOWED to leave the campus effective immediately. Food delivery services are allowed until 10.00PM, 20 May 2021;

(v) The previous movement control order to three (3) residential colleges namely Kolej Datin Seri Endon (KDSE), Kolej Tun Dr. Ismail (KTDI) and Kolej Tun Hussien Onn (KTHO) will be EXTENDED until 20 May 2021; However, starting from 21 May until 3 June 2021, the whole of UTM Johor Bahru campus including Kolej Tun Hussein Onn (KTHO), Kolej Tun Dr. Ismail (KTDI) dan Kolej Datin Seri Endon (KDSE) will be under MKN EMCO rules;

(vi) Only the main gate of the university (Gate 1) will be operational during the EMCO;

(vii) Staff who are working under essential services MUST stay on campus during the EMCO period.

(viii) Cafeterias and shops in the campus are allowed to be operational until 10.00PM, 20 May 2021. All cafeterias and shops will be CLOSED during the EMCO.

4. From 21 May 2021, the control of the campus area will be taken over completely by MKN. All the needs and welfare of the staff and students who live on campus will be managed by MKN.

The welfare of the UTM community, especially students and staff on campus is a priority. All UTM community members are advised to remain calm, abide by the SOPs issued by the MKN and KKM, and not to spread unverified information related to the spread of the pandemic. The latest update of COVID-19 cases in UTM will be informed daily via email. In addition, reminders of SOP practices will also be disseminated from time to time through all university’s official media platforms.
