Announcement Implementation of the Conditional Movement Control (CMCO) in UTM Johor Bahru, UTM Kuala Lumpur, UTM Pagoh Effective 3 January 2021

This notification is prepared based on the announcement made by the National Security Council (MKN) on 28 December 2020 about the implementation of Conditional Movement Control Order (CMCO) in Johor Bahru until 14 January 2021.

1. Percentage of Staff Working in Office and Working from Home (WFH)

The UTM Management has maintained the earlier notification that is the minimum percentage of staff working in the office is 75% while the maximum percentage of staff working from home (WFH) is 25% of the total number of staff in a PTJ. This allocation applies to management, professional,  supporting (PPP) and academic staff.
Thus, academic staff are required to be present on campus and work in office starting 3 January 2021. Academic staff who would like to work from home must get the approval from the Head of Department (HoD). Staff must apply to WFH through UTM portal (my.utm.my) or through UTMSmart application to enable staff to record their attendance using GPS Check-In/Out which is linked to the iHadir system.

2. Red Zone

Staff residing in the Red Zone still have to abide by the rules and regulation as stated in the announcement issued previously by the Office of Corporate Affairs on 8 December 2020.

3. Staff (Non-Essential Services) From The Red Zone Who Are Instructed To Be Present At The Office 

Staff residing in the Red Zone with reported COVID-19 cases within the 1 km radius but are instructed to be present at the office by HoD must apply to enter campus through UTMSmart application. Head of PTJ must ensure STRICT COMPLIANCE OF SOP by staff and must be responsible for any risks arising from the instruction.

4. Work From Home Other Than The Red Zone

The 25% allocation for staff to WFH will no more include childcare issue. HoD or Supervisor must assess the situation that is considered critical to WFH.

This requirement is not applicable to staff under the Essential Services category.

5. Health Declaration (HDF)

The requirement to update the Health Declaration Form (HDF) in UTMSmart every four days (4) still applies.

6. SOP Compliance at Work

Head of PTJ must ensure that the SOP during CMCO is adhered to strictly by staff at the workplace. PTJ OSHE unit needs to be mobilized to ensure compliance of SOP in PTJ particularly, and within UTM campus generally. All academic activities on campus must follow the SOP strictly and safety precaution must be a priority while adhering to the new normal such as wearing mask, applying hand sanitizer and following physical distancing.

7. Periodic Notification

This announcement is prepared by the Department of Registrar and is in force since RMCO is extended until 31 March 2021. Any changes in the university decision are also subjected to periodic notification and the latest SOP from JPT, MKN and KKM. All UTM community members are advised to adhere to all SOPs and be aware of any announcement made by MKN from time to time.
