This high-impact executive development initiative is meticulously designed to arm Johor State civil servants with the advanced leadership arsenal required to navigate complex policy, economic, and governance challenges in an interconnected global landscape.

Held from 10 to 13 February 2026 at the prestigious Westin Desaru Coast, the summit convened 100 elite participants, including top-tier Johor State Administrative Officers (JCS) and senior leaders from pivotal state agencies. This landmark event was spearheaded by Permodalan Darul Ta’zim Sdn. Bhd. (PDT) in a strategic alliance with Oxentia, Saïd Business School from University of Oxford, and the Faculty of Management at Universiti Teknologi Malaysia (UTM).
Forging Visionary Leaders through a World-Class Curriculum
The programme delivered a highly curated suite of intensive modules, led by distinguished academics from the University of Oxford, with a strong emphasis on practical, real-world application within the public sector. Each module was designated to strengthen leadership capability in managing complexity, translating strategy into execution, and leading with emotional intelligence under pressure.

The Strategic Negotiation for High-Stakes module, led by Prof. Owen Darbishire, equipped participants with advanced negotiation frameworks tailored for high-pressure environments. Through structured simulations and applied strategy tools, Johor’s leaders strengthened their capacity to manage competing interests, secure cross-border investments, and foster cohesive inter-agency coordination.

Meanwhile, Prof. Carrie Lomas facilitated the Thinking Big and Small in Leadership Decision-Making module, sharpening participants’ analytical capabilities. The module emphasised the integration of high-level strategic foresight with operational execution, ensuring that ambitious policy visions are grounded in practical implementation while proactively mitigating systemic risks.

Complementing these strategic components, Prof. Trang Chu delivered the Harnessing Emotions for Leadership Excellence module, embedding emotional intelligence at the core of leadership practice.
